This ruling is retroactive!  
I use a Computer Assisted Robotic/Laser system to record the existing contours on a green, prior to core-out, in order to insure the new putting surface is exactly like it was originally.

Frequently when rebuilding a putting surface, I discover that the original builder (for whatever reason) has anywhere from 10" to 24" of mix on the same green. This can lead to a host of problems for the superintendent trying to keep the green in the immaculate condition that golfers these days have come to expect.

My CARL system works right through that problem and enables me to correct the sub-grade and insure the gravel and mix is installed according to U.S.G.A. specifications. This sometimes leads to a slight added cost for the renovation, but statistics have proved that a properly built green pays for itself in reduced maintenance costs.
